The organisation had grown substantially under Elias’ guidance and it was now time to lift the gaze and start looking at longer-term positioning for the organisation. The process involved interviewing a large number of stakeholders – both external (e.g. PTV, Metro, Yarra Trams, Academic Researchers etc.) and internal (Board, management and team members).

The goal was not only to develop a concise ten-year strategic plan for the organisation but also to imbed strategic thinking into all levels of the organisation. To enable the organisation to keep building on the plan long after my assignment had finished.
